Range Self, 6 feet +2 feet per level diameter (Currently 10 feet)
Strike penalty: -4 to strike anyone in ring from outside
Duration Indefinite, 1 attack per melee maintain
Hero can leave, but anyone else inside takes damage on leaving.
Damage 5D6 to pass through, 75% chance combustibles (articles of clothing, hair, bottles of alcohol, etc.) will ignite doing an additional 2D6 damage every melee round. It will not ignite the surface it is on unless hero wants it to.
While generating flame ring: Impervious to Fire; Heat; Molten Rock and metals; and Plasma. Projectiles, Bullets, and thrown objects are destroyed when they touch the ring. Energy, Magic, and psionics unaffected by ring.

Energy Flight
Legs turn into fire in flight. Can be tracked with special equipment, but generally unknown that this is possible.
Speed: 160MPH +20MPH per level (currently 220 MPH)

No one retains any concrete detail about the character unless he did something out of the ordinary, like stepping out from the crowd to examine a body, or grab something, or use a super ability, or something heinous.
Vulnerability: Does not work on someone highly resistant or impervious to mind control or illusions. Being flamboyant or otherwise drawing intentional attention counters this ability as well, allowing him to be remembered, though not in great detail. Enough to cause problems.

Bio:

Pre Chapter 1
Andrew is 34 years old and has been a vigilante for the past 6 years. His twin sister Sarah was always special. She got the better pick of the genes and first exhibited her super powers at the age of 12. She began to fight crime at sixteen, and was getting pretty good at it before she ran into something she wasn’t prepared for at the age of twenty. Andrew was already in the pre-med program at Columbia university. He began experimenting with her blood trying to awaken the powers that he knew must be in him as well. He had already finished his schooling and begun his residency when he finally unlocked how to imbue himself with her powers.

He struggled to get through his residency and be a vigilante at the same time, but somehow he succeeded. He began to take schooling that would help to support him in his off hours pursuits.

His parents and two younger brothers were surprised when he ran for the senate two terms ago. The rumblings of a Registration Act were just beginning at that time, so he decided that he needed to help others like himself and his sister in any way he could. He moved Rebirth to Washington D.C at the same time, and has continued to try to do what he can to keep people safe.

He calls his mother once a week to tell her about how things are going in Washington. One of his brothers is planning on coming to live with him over the summer. None of his family knows he’s taken up Sarah’s mantle and is a vigilante.

He recently started dating a fellow senator, Abby Rhodes. She doesn’t know about his alter ego, and has become suspicious at the six hours per day he schedules to spend alone. She thinks he is seeing another woman, or that he’s secretly married. He’s considering giving her a key to his house and even telling her his secret to try to keep her in his life.

Costume:
He wears a seemingly eyeless face mask. The eyes are covered in a fine mesh. The costume has the image of a burning phoenix on an otherwise black bodysuit. There have been some pictures of him in paper in the past, but it seems that people forget he has ever been written about before when seeing him again. The press has given him many names in the past including Rising Phoenix and Black Flame.

Post Chapter 2
Information that recently came to light regarding their mission here in Detroit has but Andrew into a tail spin. He is unsure who to trust any more, and the little diversion to his life has become truly life threatening.

He sees no way out of this and is contemplating self sacrifice as the only way to keep those he loves safe.
